It just means that when you get to a certain skill level in Sweat Gathering (probably, but i think your other skill levels count towards it too ) you lose the ability to sweat anymore 
and then you are capped 
Not all numbers in this text are real as i never took the time to reach the sweatcap but i understood its like this.
Sweating has a limit. After you reached level 100 or higher and after you logoff, you can’t sweat anymore when logging in again.

No. Sweating is a form of “free money” (well, from other players at least) and is therefore limited to a certain amount for each individual. Also, if sweating was completely unrestricted, experienced players would get their own sweat for mind essence and the new players wouldn’t have their “free trial period” because selling the sweat would be very difficult and the price non-existent.
