From my understanding it is broken and works just like the 3 and the vendor has been murdered. The limited variation should work though.
It was fixed not long time ago. It’s now 0.2ped/attempt which is 2x more than Reaper 3.

BP terminal is turned off for like a year or more, so no. Not possible to craft new ones atm.
If you want one easiest way is to push nana for a reason they don’t turn that bp terminal back on. He confirmed it’s no technical issue so it takes 3 Minutes to turn on on MA side. The item that was the reason that it got deactivated is already fixed and made so bad that nobody will pull it. Besides that there are some Gravo boxes bp and nothing really special or gamebreaking. Hence. Push for them to reactivate the Terminal.
It was also the reaper IV harvesting tool that was bugged/misleading. Apparently that has now been fixed as well (to 20 pecs per use), which would mean not the same as the IV(L) version, but higher than the III.
By the way, how can you say nobody will pull the reckoning (bp) unless you know what the stats were changed to? Is there one or more out in EU where the new stats can be seen? Or is the reckoning not an (L) vehicle and orders can be attempted on the AH?
