Introduce delayed bidding and delayed offering.
This new behaviour will be enabled by default, but Mindark will implement a new parameter in the OPTIONS panel so that players can opt-out of this extra security measure. Just like dumb players can opt-out of 2FA.
[HEADING=3] - Delayed bidding:[/HEADING]
When a player bids on an auction offer the bid is put on hold for a certain amount of time. The delay should be short-lived (measured in seconds, not minutes), although you could make the time delay depend on the amount of PED (the higher the bid the longer the delay).

[li]During this delay the player is allowed to cancel the bid. I’m not a fan of taxes but Mindark will decide if this comes at a cost to the player or it is completely free.[/li][li]During this delay the PED are held by the auction system, that is, taken from the players PED Card.[/li][li]During this delay if the item is sold, cancelled or there is a higher bid from other player the bid will be automatically cancelled and the PED refunded.[/li][li]During this delay if there is an equal bid from other player, the earliest bid will take effect and the other(s) will be cancelled and refunded.[/li][/ul]
After this time delay has passed the bid will take full effect and become public, after which it cannot be cancelled.
[HEADING=3] - Delayed offering:[/HEADING]
When a player creates a new offer on the auction house it’s put on hold instead of becoming public. Same or different rules than with delayed bidding can apply here with respect to the specific amount of time.

[li]During this delay the player is allowed to cancel the offer. Mindark will decide if the listing tax is refunded or not.[/li][li]During this delay the offer does not take effect. Nobody can see it, nobody can bid on it and it cannot be sold to auction orders.[/li][/ul]
After this time delay has passed the offer becomes public.

This is not a comprehensive list of requirements or conditions, I’m sure I’m missing a lot of potential issues. Honestly that’s kinda your job, right?
