I’m currently aprox 400 in rifle skill and I’m using a jester d2, should I keep using my weapon or should I change it to a new one?
For skills, hold on to your D2 for a long time.
I think, however, you are at a rifle level that some ppl would recommend buying a second rifle to do a little more dmg. There are ones out there that are the next step up (Brave, etc) but to be honest, I never really cared for them for various reasons.
Personally, I would recommend an mk2 as your next rifle b/c of its efficiency, dmg, range and cost. No need to run into buying one atm if you’re content with the mobs you get with the D2 and the skills 
I think, at 400 rifle, it’s your call when you step up. Basically, evaluate your peds, deposits and fun level in game. If you want to start taking on larger mobs sooner, get the mk2.
You could also think of amping up your D2 with say a 103 to take on some different mobs if you haven’t amped it already.

I was using an a103 but it was just a PED eater so I’m using an a102 which is much more economic.
When should I change to the mk2? at about 1k rifle skill?
You could already use the MK justifier 2.
I think from VU 7.5 using a higher level weapon, gives more skill gain ( but you lose on the inflicted damage % tho, using a too high level weapon with your avatar ).
Be smart when you use it, don’t shoot a mosquito with an elephant gun
You’ll skill faster, but lose more on ammo and decay
