Yes free to download, and free to play. But money in the game is like real money… in fact its pretty much just another currency. If you were in a new country and needed money, what could you do to get it? You could work…this is done in PE by sweating and trading…and occasionally hunting or mining may give a profit (hunting and mining and crafting is like gambling… put money in and hope you get something out)…
Another way you would get foreign currency is buy using your credit card to buy it… this is how most people do it.
Also Mindark does need to make money in order to keep their servers running and pay their staff etc. and that money comes from the depositing players.
You can take money out the game again, so IF you happen to be a brilliant trader, there is a chance you can make a profit, and withdraw the money later.
you can also forage for fruits and dung if your not willing to deposit.
