question about armor

hi i have a question that need answer, Do armor need full repair to work as good as possible ? or will it protect the same if it´s 10% repaired ? It says in the repair terminal that items under 10 % wont work :confused:

armors need to be fully repaired that they will give max protection. :kos:

And to make it clear, this does only apply to armor and platings, not to anything else afaik.
