So, I reached 4k on LB 
. Now I want to bring up rifle and hg to same lvl, them left behind.
rifle = 1900, hg = 1100.
what rifle and what hg shoud I use to skill up, on what mobs?

Depends on how much you are willing to spend. But MM and Imp MkII would be nice for sure 
Else I would say Maddox4 for the HG, bring in lots and lots of skills 
mk4 + pixie on argo for rifle. skills fast, and you will have to fap too so you get some medical skills handgun ep 43, almost equal to mk4 exept for range i think

The MK4 is laser Kerham. Dunno about the pixie, but the gun Pretender suggests sounds about right for your skills. Be aware tho… the MK 4 eats quite a lot of ammo 
Mk.V and EP50?
Maybe Mk.V and EP-50 if you can afford?
Another option is of course Mk.II/III/IV and EP-45.
