This is only one half of the story, which unfortunately keeps getting repeated every time the keyword ‘banking license’ comes up. The project did not come to fruition:

More recent changes to the T&C regarding participant funds also raise questions whether this is still congruent with operating the business in the framework of a proper financial institution, whether officialised or not. I got the impression that those plans were taken off the backburner and buried behind the shed now. Been looking out for a while if someone knows otherwise, but this seems to be the end of it.
